Transforming Laos’ Financial Sector
During his tenure as CEO of Phongsavanh Bank, Phaiboun spearheaded major governance upgrades and risk-management reforms, including the recruitment of the first-ever international Chief Risk Officer in a Lao bank. This move significantly enhanced institutional resilience and aligned the bank with global regulatory expectations.

His leadership positioned Phongsavanh Bank as a trusted partner to both the Government of Laos and international financial institutions, enabling the bank to participate in national development programs, sovereign financing, and cross-border collaborations.
Strengthening Laos’ Access to International Capital Markets

2019 Sovereign Bond: Laos issued a US$150 million bond at 6.875% (maturing 2021). Under Phaiboun’s executive leadership, Phongsavanh Bank coordinated closely with ministries and financial advisors to facilitate the issuance and strengthen Laos’ market access.

2025 Sovereign Bond: Laos returned to international markets with a US$300 million Rule 144A/Reg S bond (11.25% due 2030), the country’s first major global issuance since 2019. Phaiboun played a key strategic role in supporting government preparations, investor engagement, facilitate credit rating agencies and international advisory processes.

The successful issuance, now listed on SGX, signalled improved investor confidence and strengthened sovereign refinancing capacity. These transactions highlight his ability to bridge domestic institutions with global capital and enhance Laos’ financial integration with international markets.
