Steve Chng, CEO

Phaiboun Phongsavanh, Vice Chairman, Phongsavanh Group
Steve Chng is an accomplished entrepreneur and operator with extensive experience scaling businesses across Asia. Since 2015, he has advised and supported the Phongsavanh Group on partnerships, M&A valuation, talent recruitment, and new venture development. He previously co-founded Opentech Pte Ltd, which was acquired by NYSE-listed Keane Inc. for USD 1 billion.
Phaiboun Phongsavanh is a leading banking and financial-sector figure in Laos. Former Managing CEO of Phongsavanh Bank, he now serves as Chairman of its Strategic Planning Committee. He founded LaGroup and APA Insurance and has played a strategic role in Laos’ sovereign bond issuances in 2019 (USD 150 million) and 2025 (USD 300 million).
